What is it? I haven't seen any birds going to it, but it does have pieces of string, and the ribbons from balloons and even strips of the neighbour's tarp. Perhaps birds built it, but now wasps took it over?
I can't figure it out at all. Any ideas?

Garden Mystery
After I pruned some branches in my garden, I discovered this in a neighbour's tree:
What is it? I haven't seen any birds going to it, but it does have pieces of string, and the ribbons from balloons and even strips of the neighbour's tarp. Perhaps birds built it, but now wasps took it over?

That's very interesting. I am really at a loss but if I was to take a wild guess I might try 'Wren' nest but I haven't ever seen anything like it.
I would suggest posting your photo on the "Bird Forum", the best one on the Internet. I have used them a number of times myself. It's free to join, just requires a user name and password and you're good to go.
